That's one thing I am concerned about/hope for, actually. The cities that allied with the Tsol'teth, assuming the Tsol'teth are driven back by force, should face actual consequences for it.
I don't mean like grief them out of the game or delete them (necessarily...) but at least something in a room desc to remind them they were seen as traitors to the rest of the continent or w/e.
Why? If they are/were keeping with the RP of their org why should they be punished or diminished for it?
?? This isn't an OOC punishment, seeing some kind of blown up room in a desc isn't exactly gonna do anything to you OOC. Ashtan had a historic room of theirs deleted for less. ICly, they betrayed what is essentially the rest of the world, why wouldn't they have an IC punishment? Obviously that might be up to the players to administer but I'd hope there'd be admin support for it.
OOC? I'm not talking OOC. I'm talking why should they have a room blown up, or anything detrimental because the IC perception of the world is they betrayed them? Doesn't the world think that of Mhaldor on a daily basis? I personally think they should be rewarded for going out on a limb and trying something new versus being the next in line to be the "hero" saving the world.
Only people who don't really understand Mhaldor's ideology believe that, though. It's hard to argue (if this turns into world war tsol'teth, as I said, and these are very specific ifs) that allying yourself with the alien race trying to destroy everyone else is gonna be quite the same as "I just wanna rule the continent guys." For one thing, it's the difference between your sibling punching you and some stranger on the street.
Your argument is showing a rather strange lack of ic/ooc division though. You want to reward them for trying something new, but that's an entirely ooc consideration. Unless you actually look at this from an IC perspective, of course you're going to disagree immediately.
I don't think it's fair to say "only people who don't understand..." Targossas is canonically very opposed to Mhaldor, and not due to a lack of understanding. We definitely don't view them as a sibling, and would prefer to co-exist with the Tsol'teth than with them (part of the reason for the alliance).
One thing I feel is that there is a tacit, if somewhat meta, understanding between players/characters. If a theological city was forced/guided by their patron who orders a certain course of action, then it becomes an ideological god vs god issue. And that is pretty much Bison Tuesday for Sapience.
If the decision is clearly made by the mortal leadership to knowingly submit/Consort with an alien force that has historically been bad news for the world, then that community has performed an act of betrayal towards Sapient kind. It is a people vs people issue. There's no god to hide behind for that sort of behavior, even if said god later belatedly chooses to endorse it with favours.
This is so OOC though. IC actions that are perceived as OOCly "worse" should not have more severe IC consequences than IC actions that were ICly worse. IC, Mhaldor chooses to serve Sartan and anything they do in his service they are really responsible for. Bal'met was also massively worse than what the Tsol'teth have done. It's an entirely different scale of threat.
That being said, I love IC consequences and conflict and would have no problem with such consequences hitting my own city, where it makes IC sense. Obviously, it all depends what actually happens IC.
For IC consequences, all sorts of things come to mind, both for cities and characters. If the Coalition wins, they demand some form of reparations from any city allied to the Tsol'teth, and a good bit of the city gets destroyed if they don't comply. Or they must agree to some binding thing for a certain amount of time. If the Tsol'teth win, something similar. On an individual level, signs going up in shops 'No dogs or Targossians allowed.' City enmity based on citizenship in losing cities, forcing reparations that way.
I think consequences for this could, and should, be ongoing long after it 'officially' ends, as there are a lot of IC hard feelings going on between cities and characters. Having everything just drop and back to normal once admin ends it seems like it would be pretty jarring.
On the subject of organisations: there aren't really any genuinely moral cities in Achaea as we'd understand it other than Cyrene. There are certainly more overtly immoral ones, but even the good guys are an extremely radical and murderous bunch by any irl standard. Claiming otherwise is very much buying into the IC propaganda of the organisation (which, admittedly, some organisations do extremely well).

There are certainly more overtly immoral ones, but even the good guys are an extremely radical and murderous bunch by any irl standard. To say I'm burnt out on this event is an understatement. I'm really hoping Cyrene goes back to what it was before all this started via some Deus Ex Machina, but I'm not holding my breath on that happening either. I just wanna see what the damage is gonna be so I can determine where I go from here as a player.

Even Cyrene is pushing it. Name a single IRL state that has a "It's okay to kill mostly anyone not us, leave the locals alone, not because we're humane, but because historically we don't want to annoy them" law. Non-interference and let the world be in terms of the adventurer class, but denizens are still fodder!

Just as an aside, there is a group of mining units that is a throwback to Rico's Roughnecks and I adore it.
