So if I was considering deleting a city, I would consider two options:
First option is I would have a pre-conceived notion of what I was going to make next, have it prepared and let the citizens of the deleted city rp being refugees for a week or two, then let Aurora and Deucalion create the city for them.
Second option is I would not start any work on it other than very vague outlines and give the refugees way to contribute by asking what they want in-game. It would take longer, but it is more likely that the city will be what they asked for. I would put a lot of effort into including as many details from as many of the requests as possible, rather than a little 8 room city with a few token nods to what the refugees asked for.
My guess is they are doing the second, and I am actually thankful for all this downtime. It tells me they are putting a lot of work into this and gives me hope that the final product will be really really awesome. Remember that art contest? That is probably getting included, there were 6-7 submissions and I imagine a few of them are getting included somewhere. I would not imagine it is easy to make a city from scratch, and I would rather they take their time and have a nice finished product rather than something a little meh. Sure, people will stop complaining about it taking so long, but then they will start complaining about it being meh.
Be patient, it will be worth it. In the mean time, do some things you did not really get to do when Shallam was apparently being raided all the time - bash, spar, practice, quest, take some time to rp, whatever. After that amazing Bal'met event, do you really think they are just doing nothing and loling while we wait? I do not. I think they are working very hard on it.
Yeah, a lot of people complain about being bored/having nothing to do, but to me it still just feels like they're just waiting for people to tell them what to do. Achaea really is what you make of it.
Plans never go smoothly. The amount of work involved is always vastly more than you predict - even accounting for your predictions that it will be vastly more than you predict. Nothing is ever completed in the timeframe you estimate. And there are always unforseen complications. Considering they're trying to make a whole new city, that magnitude of returns on the law of unseen consequences probably has Deucalion locked up in a Southeast Asian prison right now, while Aurora is recovering from hemorrhagic fever. Running events of pretty much any scale is a lot more work than people realise, much less trying to build an entirely new city from pretty much scratch. I don't envy any of the admin involved in that at all, although granted it's pretty exciting to be involved in the creation of a brand new organisation. They also only have one chance - I mean I guess if you asked nicely Mhaldor could corrupt Sycaerunax again and have him go all HULK SMASH again, but it seems a lot easier to spend a little more time and get it right on the first try.

I've noticed a couple of people have left just out of being tired of waiting, and about half a dozen are saying they're going to leave, some of whom have already started application processes to Cyrene or other cities. Maybe that's what the wait is for, so there can be a smaller group of people in the new City who have deep-set RP reasons for staying.
Addendum: I've seen that most of the people that are still refugees are pretty good RPers, we have a lot more sermons, ceremonies and rituals than I ever saw in Shallam. But it's not unfeasible to think that there's an upswing in them doing such things now in the hopes that it'll leave their mark on the new city. e.g. "This square marks the area where Mariel underwent a ritual to prove his devotion to the Light during the darkest of times".

So, yes. We were without a city for six years. We huddled underground in a monastery on New Hope. We got raided a few times. We got new Divine. Denizen-level AFK-ness in the safe room became fashionable. We helped stand up two new Orders and declared 'conflict' with a non-combatant city while doing our best to keep busy subsisting on the promise of a new homeland.
So, the new homeland is here. It runs with glimmering rivers full of fish. It has a half dozen shining new grain-heavy islands from which we might raise up mighty cliff-top fortresses or gleaming pyramids. It has majestic waterfalls which crash into the sea. It has beautiful, uncomfortable-sounding name which not everyone is sold on yet, but the appellation has the name of weapon in it. How are we coping?
I think we're doing pretty good. We won't be the 'Refugees of Shallam' for very much longer.
While this thread has been a wonderful place for everyone, Shallamite or otherwise, to express their gripes, praise, complaints, and hopes about the hard-living of vagrants, all things have an end.
Maybe it's time this thread found one.
