I don't think there needs to be any changes, because I think a game that rewards no work is boring. I'll get over it if/when any changes happen, though, the same as I got over every other shitty "fix" to the game.

Meritocracy and hard work has its place, of course, but neither of us worked very hard for the head start we inherited from others, or the design welfare (unique character classes, city reboot) that makes our cities uniquely attractive. Design for me but not for thee?
