    Wasn't exactly this tried a few times and got flatly ignored by Targ?  The in-Targ sacrifices, planting the seeds, etc?
    Sort of. Rangor, Alrena and a few others did a blood sacrifice in Targ of a dockworker, and Eleusians got banned from going there as a result at risk of enemy status, unless we chose to become allied and publicly denounced the ritual. To which the vast majority of Eleusis went "lolno" and continued about their business. This was under Aldair's reign as Dawnlord, and the ban was lifted after a couple of IG years.

    Targ did raid/skirmish vaguely off and on for a couple of weeks after the ritual (I remember it mostly for Tesha's "jesus christ darts" comment that got quoted to forums along with "I'll drop ret on this Sent ki-OH GOD I'M DYING"), and even 2-tanked Eleusis once. Then it stopped and went back to status quo.
    We'll find someone new to sacrifice. Public hanging for cobbling the sun-isles.
    Find a tree in Targ and hang somebody from it. Does Targ have trees, or did they murder them all?
    It's on. Let's find a storeowner, string him up from a beam in the roof and set fire to the place as we leave. Leave a poster saying "this' what happens when you put cobblestones over a healthy and thriving island."

    Eguzki secreted him a bunch of nooses that all decayed at once, and scared him.
