    Not sure what it's supposed to be, wasn't around when it was founded, but if this is a better version of Shallam I'm glad that I was never Shallamese.

    I would say Targ is definitely better than Shallam, but the issue of most of the citizens being there largely as decoration carried over

    The tricky part though is figuring out how to merge the houses while still keeping their identities.  The Harbingers is probably the smallest house but I personally think we do fine even with fewer members.  The Dawnguard definitely has the most members so if we were to merge anybody it would be Harbingers with Luminai, and I just think they are too different to merge happily unless the new merged house had different "branches" or something which would just be in practice two different houses anyways
