Targossas has just the one ideology, rather than about ten, so it's already far better than Shallam. Targossas has huge issues with leadership going almost immediately dormant, and three Houses is probably spreading the citizenship a bit too thin, but I'd be interested in what people perceive the other issues as being. Maybe I just don't see them because I'm not hugely active, not interested in getting involved in a leadership capacity (I have a job already, don't want anything close to one in the game), and have so many years of being part of Shallam to compare it to.
Since Targs population is very roughly mirrored to Mhaldor in size, maybe a bit bigger now and smaller at other times,two houses would fully suffice. Three seems a bit too much and like a waste of energy and resources/leadership. You really need a large player base for that many houses at this point.
The tricky part though is figuring out how to merge the houses while still keeping their identities. The Harbingers is probably the smallest house but I personally think we do fine even with fewer members. The Dawnguard definitely has the most members so if we were to merge anybody it would be Harbingers with Luminai, and I just think they are too different to merge happily unless the new merged house had different "branches" or something which would just be in practice two different houses anyways

I think it's definitely worth remembering that the three houses are a (somewhat) subtle nod to ancient Church, wherein the Paladins/Templars, Priests, and Luminai were running the show in regards to their various functions; the Priests healed and converted, the Templars served as the enforcers and defenders of Church interests, and the Luminai were secretive ritualists and scholars. A lot of folks don't realize how much of the city is a throwback to that era of IG history.
