Runelore as a skill is almost certainly not going to be monopolised by any one faction, since all factions will need access to totems as a major part of current standard city defences. Stick to the other two skills.
The other two shaman skills are curses (which is like a slightly mediocre version of evileye) and vodun (which is the same as puppetry). The only unique thing about shamans is Tzantza, which while cool is hardly enough to make it a factional perk comparable to devotion, groves, spirituality, healing, necromancy, apostasy, occultism, woodlore, domination, and metamorphosis.
Making shamans Hashan-only while keeping runelore available to everyone seems more like a cop-out than a real solution to the problem here.

Your city has no true identity.
Starting with you, and down to your last man, Hashanites are cultural parasites to all other legitimate cities.
Conceptually, you have no true ownership over anything that wasn't shrink wrapped and delivered to you beforehand, be it stolen or gifted. Your classes are all labors of someone elses work, anything on your menu is unsurprisingly borne of another's sweat. The only concept you've had in life was the origin of the Shaman. Which coincidentally, you couldn't perfect until someone did it for you and handed it back to you. Your lot in life is that of a fence-sitter. Forever apathetic in either heroic or cowardly acts as a city -your stagnant nature, which wallows in complacency, is complimented only by your equally unremarkable membership. The Crown's large population is nothing more than a testament to the large trough you have at x-roads: cattle like good feed.
Go ahead and take a step back, let us world shakers and inventors decide what's best for you. Nothing will change, and your neutral approach in life will be attained. If I can leave your city with any one compliment, I guess we could say you are good at being bad.
