When are Cyrene and Eleusis going to officially become one city?
In a world where every character only has a single, clear, factional orientation, the only times anyone would ever switch factions would be utterly dramatic changes (which I'm usually not all too fond of). It also would seem like a rather artificial world to me. It's one of the nice things about Achaea that characters canbe more than mere stereotypical embodiments of a faction's ideals and actually be personalities with different ideals and traits.
It would be a different thing if Sunny was Mhaldorian, but a Cyrenian wishing to defend nature is just as sensible as an Ashtani who wants to fight for the glory of the dwarven race, a Mhaldorian who enjoys art, or a Hashani who is fascinated by Chaos.
It'd be a different thing if 40% of your Senate wasn't Eleusian-Housed and you didn't get random Cyrenese showing up to Eleusian defence frequently.
I agree that it's more interesting when characters have different personalities/traits, but if your life motto is 'Defend nature or die trying', and you live in a city built on a clear-felled forest, I think you're in the wrong place.
Perhaps, but you can't really blame Sunny for that.
If your issue is that you want to attack Eleusis but there are Cyrenians interfering all the time, then rant about that!
EDIT: In response to your edit: I don't really want to go in all details of what kinds of things are acceptable for what kind of character, but judging a person solely by a warcry (which are typically quite inaccurate) seems a bit questionable. It lies in the very nature of a warcry to be "extreme", quite possibly more extreme than the person with that warcry behaves in his everyday life.
P.S. I never understood the "clear-felled forest" argument. Yes, that's destroying nature, but I never understood why the term forest mattered so much for that. You're destroying nature just as much when you're building on a swamp.

It's not even that. I just think that in today's Achaea, where the factions are being pushed further and further apart, Cyrene and Eleusis aren't really trying as hard as the rest of the world. I would like there to be 6 Mhaldor-esque cities fighting each other instead of Mhaldor fighting everyone, Ashtan fighting everyone except Hashan, Targossas alienating themselves from the rest of the world, and nobody else really bothering.

I wouldn't. I never actually understood all that call for all alliances to be non-existant. A world with six cities who all hate each other is totally unrealistic in my opinion. Yes, I like cities to have a "face" and yes, I like fair fights without five cities ganging up on a single one, but that doesn't mean we have to strive for some artificial extreme in which nobody likes anybody else unless he's part of his own city.
Alliances are perfectly ok if they aren't totally secure and neverending and as long as people still manage to make the conscious decision not to interfere too much in other people's fights if it results in unfair fights.

Alliances become calcified. The desire to help friends and classify as "us versus them" is very powerful. One person defends, and then another person defends their friends, and then other groups ally out of necessity, and soon we're back to Red vs. Blue. People don't cope well with grey unless it's enforced.
Say it's a slippery slope if you like, but that is how it happens.

I agree; they needn't hate each other. But if a group is driven by, say, religion? A very primal, alien religion? There should be some semblance of distrust or xenophobia, at the very least. The world feels larger when you cultivate mysteries, and the playerbase feels larger when you pretend you don't know everyone. Disseminating it spoils the mystique, since everyone can just turn to their pet forestal/occultist/whatever.
This is part of the reason for my character's surname-appellation thing. Something like "Iocun of Cyrene" sounds redundant, sure, because -we- know there's only one Iocun in the world -- but the implication is that there's a vast sea of faces and names, such that you have to specify, and that's much more exciting. It's all about the illusion of texture and depth.
