The only exception is certain sources of health regen for shamans and occultists (and maybe sylvans?). Berkana runes, artefact regen rings, Ri'shen attunement for shamans, regen transmogrifications for occultists, and possibly regen propagations for sylvans all contribute to the same type of health regen, which is capped at level 3. So if you're an occultist with a level 2 regen ring and health regen from transmogrification for example (or a level 1 regen ring and level 2 health regen from transmogrification), a berkana rune won't do anything because you're already at the cap. Outside of those classes the cap doesn't matter because there's no way to get more than level 3 anyways.
I'm mhun serpent with dex spec. I took nimble and the dexterity trait. Do I need light stepper as well or can I take crit chance as my third trait without gimping my PvP?
Is there a targettable name for karmic items? If I have a library book and a karmic book in my inventory, I want to be able to drop/give the karmic book without juggling or using numbers. I tried DROP KARMIC and DROP KARMA, and neither of those work.
Not sure if it's exactly right, but a 6% balance reduction per point of dex above 12 (for garrote against denizens only, not players) should at least be a very close estimate (within 0.1 seconds in all cases). It's actually 7% instead of 6% for garrotes below a certain speed (not sure exactly what speed it starts at), but now that whip stats aren't random, I'm not sure anyone will be slow enough for that.
It should affect success chances of pickpocket as well, but I don't have any specific details. Dexterity doesn't seem to have a huge effect on pickpocket.

I've had about two monks in the House as my unofficial proteges I'm teaching in combat ask me if there's anything they can use and I can't really find anything for them besides @Jacen 's Excel file which doesn't help too much if they aren't great coders.
Don't need something super great (just accurate enough so they have a rough idea when a limb is prepped without sawbones) but I can't exactly tell them to do what I did with health values because kicking and punching are totally different values (while jabbing with a rapier isn't) and I assume it could get a bit wonky for them. Any indication where to look or who to ask, or even hand-outs would be appreciated.

Yes but it just really sucks telling someone to wait two weeks or the only other option is to buy it now because no monk will share their limb counter or is using SVO.

Penwize has cowardly forfeited the challenge to mortal combat issued by Atalkez.
They generally have 3 times as much health (and increased gold/xp as well), but you also have battlerage now, which should increase your damage output by 25-45% (the lower end if you're artied with max stats, since arties and stats don't increase battlerage damage).
So there's a shop in Delos that now has a locked door. Are the owners able to lock them like that, or does that mean they haven't paid their taxes? Haven't seen this before... usually just end up seeing the shop "closed by city government" when the taxes aren't kept up with.
