What does not liking Ruth have to do with anything? For the record, she was good in her position, unlike a plethora of others. Hell, the Maldaathi was my favorite House even when we got complete fuckups as High Lords and Ladies sometimes.
There are a good number of combatants that do well in Cyrene. As long as someone is Cyrenian minded, it works well. There never will be the same density of combatants because you just don't see constant combat in Cyrene, but a bunch of people like PK and have fun in Cyrene.
Sure, there are some combatants that don't like it in Cyrene, but that's largely of their own making, at least from my perspective, that's what it seems like.
The ones you don't like it in Cyrene, are generally because of a few select loud-mouthed higher ups that have a tantrum whenever the topic of combat comes up anywhere in their vicinity, outside of the Shield's HNT/HT.

When the Dauntless showed up, lets not forget that Cyrene seriously had it brought up if they should be allowed, because people were afraid that having Dauntless might lead to -the horror- a raid. And the compromise was that a member of the Dauntless in Cyrene has to accept any challenge thrown their way or otherwise get out of the city for a while, because of that same fear. I don't know what "Cyrenian minded" means to you, but in this case it seems to mean "has the same reflexive fear of Cyrene ever being on the defensive side of an engagement."
That fear prevents the possibility of ever being involved in group combat, since it also means that getting allied to or defending other cities is banned for fear that it might be an excuse to be raided. And as a result of that, any person who wants to do combat in Cyrene basically has to not ever want to participate in a large portion of it. And for that, and many other reasons that others have pointed out better then me, it's definitely not of a combatants own making if they don't like it there.
TL;DR: There's a reason why Cyrene has always had a notable outflow of people who actually want to participate in combat.
Edit: Oh, right this is raves. Uhm, a lot of the Cyrenian combatants that do, for some reason, decide to stay are pretty cool! the Shield!
For the record, when I left Mhaldor, I spent some time rogue looking at all the cities. Cyrene was immediately ruled out, because I knew that combat was frowned upon there, and had heard that even among Shield members, it wasn't encouraged unless in the confines of an arena or far away from the city. I debated between a couple cities and ultimately chose Ashtan, obviously, but Cyrene was never an option for me because of the (true or not) outlook on combat they are perceived to have.
Whoever works in Mhaldor's recruitment department needs a raise (the answer is no though )

I'm pretty sure majority of Cyrenian combatants who stay in Cyrene stay despite Cyrene's attitude towards combat then and now. It's a mixed bag and even I can tell you that no the unhappy ones aren't just unhappy because of their own making. The ones who do stay are just more patient of all the bull we have to deal with to engage in a part of the game we enjoy.

Can't speak for everyone but some don't because the ideologies on hand just don't appeal or are too restricting. Both cities mentioned would force me to drop my Order for example, and that's a big deal-breaker on top of the fact that I'm just not interested in zealotry or eco-terrorism or whatever the hell Hashan is right now.
Cyrene has a pretty good 1 vs 1 scene/arena stuff You don't have to stop whatever you're doing if someone decides to raid You can have friends in all the cities and do not need be involved in raid drama/politics If you just want to like log in sometimes and beat up a couple people in the arena or something, it's a good place to be.
I have a hard hard time playing Mhaldor, Targ, Eleusis due to the overall rp of the cities and was cyrenian for a very long time. For a while, all I knew of combat was arena sparring. However, one day Hashan got it's act together and my house disintegrated, giving me an rp reason to leave. I have more fun now because I get scolded wayyyyyyyyyyyyyyy less than I used to and I get to do all the things I want to do without any restrictions. Though, it may have been my fault when I was in Cyrene for joining a noncombat house. Maybe the wardens (now shield) were/are more fun.

For me, the ideologies are a big factor, I don't enjoy playing a zealot, and I enjoy cosmopolitan diversity rather than the simplistic philosophies most aligned factions have been distilled to. But mostly, it's that I like fighting, but I play Achaea fairly casually at this stage in my life, so the volume of PvP that the heavy PvP factions expect is beyond the commitment I'm interested in making. As a result, I engage in Rivalries and Dauntless, and I enjoyed the occasional Cyrene raid when someone got bored, but the thought of constant/consistent raiding/defending, shrine wars, unsportsmanlike conduct between rival factions, interruptions when I'd really like to just sit and work on reflexes, etc, just doesn't really appeal to me on a 24/7 basis.

Ironically, I don't think the nerf helps with the described problem at all. It'll stop a veiled serpent from evading from you and never being found, but if you don't have a veil in the first place you're STILL going to have problems tracking down marks if they're just avoiding trouble.

ETA: Personally, I am all for artes giving advantages, but veils are a whole different thing. Its not just advantage, its basically immunity and near impossibility to fight someone who so much as moves away two rooms from you.

It's not immunity at all. Finding someone who is veiled is pretty easy given that any other player with a veil can find a veiled player, and there are a lot of us.
