It varies a lot by state. The required age for a license with restrictions (not a learner's permit, but not a full unrestricted licence either; the details of the restrictions also vary a lot) can be anywhere from 14 years 3 months to 17. The required age for a normal license can be anywhere from 16 to 21.
In fact, I have sent letters to people trying to reach out - including people who were staples in Kuy's life during his time there. Almost all have been met in silence. This doesn't surprise me when they are signed vaguely and posted from Cyrene, Hashan, or Eleusis. It does hurt a little, though, to think those people who had a lasting impact on who Kuy has become either aren't able to put two and two together or can't be bothered. There's also a chance that all those letters happened to get lost before being read. I don't deny that.

@Achilles His realm is still Righteousness which is not the same as Justice. The divine of Justice is dead. Righteousness is being morallt right or justified, one can argue justification for vengeance. Miramar was supposed to be true Justice. There is in fact a difference.

Several months ago Targossas had that debate with Mhaldor at the Crystal Leaf Inn, and it seemed to go well enough for what I saw of it. Have there been any since then, or did people decide they didn't want to do another?

Village proselytization system. Convert those unbelieving villagers to your cause...until they have a change of heart after a year(what a bunch of goldfishes). Then try, try, try again!
I have always believed that each city should have a distinct factional identity, but at the same time, there should be more opportunities to mingle as well. I suspect that this is the main dissatisfaction with many people regarding 'strongly-aligned' styles of roleplay - the fact that they are less freely able to interact with people of opposing factions. Of course strict fraternisation rules make sense, but if everyone stuck to their own cities and did insular RP as a result and only met the ''enemy'' on the battlegrounds and public debates, it would be boring too.
I am hesitant to suggest loosening 'fraternisation' laws as a cure-all for the issue, because as mentioned I do think there is a place for the hardliners. However, I would suggest that perhaps instead of looking at each other as plagues to be avoided, perhaps cities should take a different approach and move to spread their ideologies more aggressively in the world instead.
This doesn't grant people license to befriend any old enemy or start holing up in ships with them, but it does mean that perhaps there can be more city-initiated activities on neutral ground like the Matsuhama Arena, Scarlattan Theatre and Lucretian Athenaeum, all extremely underused resources. Hold a public ball, host a tournament, stage a play...the possibilities are endless. It doesn't have to be 'just' raids or sermons/debates. Events hosted by 'neutral' parties such as random denizens or Divine are so popular partly because of this reason, I believe.
The motivation to do it now, in a purely player sense, is to have your own citizens feel safe from the threat of persecution as it is a city-sanctioned event - and for people in other cities, their excuse will be that it's an official chance to learn about another culture because you can't fight what you don't know. Problem (theoretically) solved: safe roleplaying environment and opportunity to mix with outsiders and hopefully start new stories.
At the risk of making this somewhat of a shameless plug (well, I guess it is), I'm hoping the upcoming event by the Asterian Restoration will mark the first of more of these 'neutral-ground' events and promote more inter-city interaction. I'm particularly interested to see how it will fare now with the new Targossas-Cyrene relationship, and I expect it will colour the presentations somewhat, which I am excited about. Go crazy; I mean, why not?

Man, I love, love, love verbal throw downs as well as activities which involve interacting with the enemy outside of rude staring. I had a lot of fun at the Lucretium Athenaeum soirée back then, and also the Mayaween Masquerade ball because I actually managed to dance and talk shop with enemies. We really need more of such activities.

she is actually really grateful you’re around. Your devotion to a fallen goddess, despite all
of your character flaws, is what makes your character interesting. Thanks for unintentionally
talking me into keeping my devotion.
@Eril – I don’t know how many heart attacks Jeslyn has given
you, or how many lectures you have dealt her in return, but I love it! The
grumpiness and attitude, but overall concern about Jeslyn’s questionable life
choices is what makes me adore your character as a father-in-law.
@Verrucht – Always putting the citizens of Cyrene first
before your own interests is what makes your character the best leader. I don’t
know if you remember the first time our characters met and I’m not going to
really get into it, but it made a lasting impression on me. I’m super happy
that Cyrene now has their own identity. Thanks for being understanding of my decision
and welcoming me back should I need it.

@Makaela – Ten minutes after I left Cyrene, your Mhaldorian
was already knocking on the door to Jeslyn’s grieving soul. Never apologize for
role-play due to OOC things you’ve read. Sometimes I wish the forums weren’t
around so there could be more fluid roleplay opportunities, but that isn’t
going to happen. It was definitely the coolest couple minute interaction I’ve
had with a Mhaldorian.
@Aodfionn – Always willing to lie straight through your
teeth to spare Jeslyn’s emotions even though she isn’t as naïve as people think
she is. I am going to enjoy the shifting dynamics in their relationship due to
Jeslyn’s overall stubbornness.

@Ruth thank you for taking me out on that trip even if we got interrupted. I think it was the most relaxing thing I have done in Achaea ever. Looking to own my own ship one day now. I have access to a ship but its not the sane and It feels weird IC using it as it belongs to a foresty person. XD
