Most of those look about right for General American pronunciations as well. For my dialect of American English, at least, cough and ought have the same vowel (I would pronounce ought as /ɔt/), and borough is more like /'bʊroʊ/. I'm rather confused by your rendition of dough, though (hey, a rhyme!). For dough, did you mean the diphthong to be /əʊ/? If so, I think that agrees pretty well with my version.
