When Mhaldor got systematically raped and had their icons killed by Ashtan, they retaliated by raiding - Hashan. In comparison, raiding Eleusis means they're in pretty good shape.

If you want to equate it to this modern situation, Eleusis DID defend the Hashan icon that eventually fell.
