Agreed with most of what's said but I think people should also note that he spent 10k credits on Monk arties, and before that he had a L3 Blackjack as a Jester on top of other arties :P Still a -very- impressive feat of course.
I dunno about Nemutaur but Beliar is new to the game too, which is more impressive than doing it as Jester.
I'm not sure what 'new' is in this case. Doesn't seem likely that someone would start playing Achaea for the first time and instantly know how to accomplish one of the biggest goals in the game.

He had help and is a fast learner. Either he's trolling me hardcore or he didn't know what mass was until level 90.
It's not really that 'hard' to get dragon anymore. I started playing after reading the forums a little and figuring out that Ashtan had the effigy. I got SVO, had the mudlet mapper and stuck to Moghedu and Vertani almost exclusively cause i sucked at PK and always died in Annwyn to a single Sidhe anyway.
I think Penwize got it at 24, Garrus at 23 and I got it towards the end of 22. It's just 2 months of daily play with a lot of bashing and some sanctioned raiding. Just ask the Ashtan raiding crew if i was a noob or not, or Shallamese...in my first raid i died to radiance 3 times or so
I'm not going to detract from anyone's achievements, but artefacts and/or iron elite membership probably helped with getting there faster.. Anyone know what age the youngest non-arti'd dragon was?

Nah, I was slightly artied @Antidas. I had wings, lvl1 belt and lvl1 bracelets from an arti package sale I think. Also by the end of my dragon race i had a 10% bonus from Iron elite.

could probably do it by 21 if you had the full 25% (you'd have to be an alt in this case) and a stygian pendant, and if you played from a european/australian timezone or were a nocturnal american so you could farm the most xp without other people committing genocide on your farm.
