I haven't been online for any of the Hashan raids, but from the reported numbers if Shallam were to take an "equal" raiding force there's absolutely no reason for them to go if they enter the city itself.
That small a group makes killing guards tricky, if not impossible. No ability to sanction means no room destruction. No experience loss for the defenders means no gain for the raiders. Hashan has made it clear that they don't really care about shrines being destroyed. I'm not sure how there being absolutely no gain is supposed to make raiding inside the city fun, to be honest.
Even if Shallam does start taking smaller groups (and I can't comment on whether they should or need to do so), I doubt you're going to see them actually entering the city.
I think this illustrates the point that *shallam isn't looking for fun or to help build Hashan up through conflict, but just looking to grief/squash/farm xp out of the whole deal.
Hashan should be wanting to help build Hashan up through conflict, the responsibility does not fall to *shallam to make that happen. I agree with the latter albeit it necessary restraint has been showed by *shallam. *shallam wants Hashan to concede defeat, they've said that several times already. They aren't going to -let- you win and after years of being trounced by Ashtan they are definitely not going to be willing to lay down and let you beat them, get that idea out of your head.

I compare all this to the little war Draqoom and Caladbolg waged on the Lotus. I showed total restraint, discouraging 2v1, forbidding 3v1 and 3v2. It was all well and good until they started sending me letters about how they were kicking our asses, claiming to win the war and all that. That's when I brought the House down on them.
As long as Hashan isn't making public posts about kicking *Shallam's ass, then keep the fighting fair. That's how I play the game. Then again, its been made very clear here that I'm a much nicer guy than most people.

You don't seem to be looking for fun for the other side either, considering you want them to put themselves in a position where there's literally nothing tangible for them to gain. Can you honestly say that, even with equal numbers, Hashan's going to provide a fight that's enjoyable enough to justify only being able to come out measurably worse than when you went in?

and I'm still gung ho about raiding, even when I'm on cripple duty, I
dont see the problem, no.
I'd like to see net xp comparison's from both sides, really.
For the total im at 0% (don't have vision of course) But most of my exp
was coming from 1v1 fights and I don't usually get kills in raids as a
blademaster.

I'm not joining in the conversation on either side, but in response to this, I would like to note that during the war with Ashtan, my net exp was -500% >.> Low 83 to low 78. -40% isn't that bad at all, but my expectations are highly abnormal probably so don't take my opinions that seriously if you think otherwise <.< Someone's going to be losing out on exp at the end of the day, unless you die in your own city.
EDIT: I also don't think that Ashtan was going overboard on me in particular. Won't speak for anyone else, but for me, I don't think much restraint was shown, but it definitely wasn't overboard either <.<
Hashan is
building up, the improvements I have seen internally in just the last
week or so are promising. We are learning and starting to see the fruits
of our labor bit by bit.
I am not sure why we would concede defeat to a group that sits on our borders and smudges totems though. That seems silly.
