Alright Jhui, i'll bite. Explain to me why a dragonheal timer is necessary for a skill that is easily stopped by basic hinderances available to almost every affliction class.

Because the abilities weren't stopped by "basic" hinderance, and were spammable, making those classes 100% unkillable vs. affliction classes if they were smart.

Necklace of Purity, reflections will cover the other 20 seconds for you unless you like run out of herbs or something.
How are the other forms of hinderance not relevant? If it stops an ability and is easily accessible, it's preeeeetty relevant. Whether or not you use such hinderances is on you
Entanglement, crippled arms, and being prone are all things that are generally cured independently of all affliction stacking.
In a 1v1 setting, there's almost no practical situation where you're going to want to bloodboil but be denied the ability to bloodboil because of entanglement, prone, or crippled arms. It's relevant in very few situations against a few classes, like maybe infernal/jester/bard where it might make a difference. Apostate/Serpent/Occultist will never have you entangled/proned/crippled arms as part of their offense. And against other classes, there's no reason to want to bloodboil.

I don't know the other city totals I imagine it's in the same realm if not more extreme in some cases, but Cyrene always seems to have the longest terms, and largest penalties, so most people don't bother when they find out they owe, hundreds of thousands.

I recall a wonderful line Maya once said about Cyrene and it's enemy statuses during an event that was to be held in cyrene's arena.

Yeah I think my char's fine to Cyrene is like 350-450k. Then suddenly I didn't want to be unenemied anymore. Haha.
Agreed with both of you - I remember asking awhile back what my fines were for Cyrene and it was a ridiculously high number, whereas my fine for Eleusis was nowhere near as high even though I'd helped blow up their icons.
Mhaldor has low fines, but I found it annoying because each org would enemy you for a single offense against any one of them, and they each had separate unenemying policies.
Cyrene is the city of respect, so it knows to properly appreciate the severity of your crimes by giving appropriate sentences.
Nothing hurts more than raiding a city for years, then asking what your fine is, and getting laughed at and being told "you're fine. We don't keep track of petty offences."
Pft. Don't worry, every single time you touch a chip of our defendable totem, I've increased your fine by 1 gold sovereign. You've amassed quite the fine Iocun!

Edit: One broken arm stops it, too.

Decided it wasn't worth 6 more keystrokes to say Shaman.
