I want to spar, I'm trying to sort out my gear right now and I'm pretty sure you will mash me into the ground. But it's all fun.

Yes, that is exactly right. Asking someone for spars every day when they say no every day is incredibly annoying to that person.
No response or responding no? There's a bit of difference there. Sometimes it's best to take the painfully obvious route and actually spelling out to someone. Simply ignoring them doesn't always translate as you've received the message and are declining...

I assumed Cynlael was afk when I asked him and he did not say anything two rl days in a row, but I stopped after he said no the third time I asked. Communication is key.
While the way Cynlael reacted was dumb, Jibrix was the first to insult, and then issued a death threat on what was only a return insult, to follow up with the non-existent "cause" claim. By all logic Jibrix was going by in their interaction, Cynlael was well within his rights to hire a Mark. Although the Mark he actually hired is pretty dubious.
He clearly doesn't want to fight, so just leave it at that and let him be

I wouldn't call that part annoying. But first lightly asking for a spar and then immediately going down the "Rawr I'm Mhaldorian and you're filth!" route when you're being rejected seems a bit contrived and annoying. It's clear he didn't want to interact with you, so just shrug and walk off, rather than going on a token-Mhaldorian RP tangent when it's clearly futile.

You joined the combat rankings. Joining the combat rankings is saying "I want to test my combat abilities against other fighters of Achaea". Getting yourself up to 200 points in the rankings, then refusing to spar people you don't want to fight or fear you might lose against is lame, because ranked people refusing spars effectively robs others of the chance to increase their rank. If you want to be picky about whom to fight, just spar them without joining the rankings.
I understand that there are times when you have to refuse a spar because you are busy otherwise. Or perhaps you have a truedisfavour or are sick IRL or something. But you should then still extend them the common curtesy of saying "Sorry, I can't right now". Just not replying is annoying and will result in the other person annoy you in turn by continuing to ask repeatedly.

I remember when Wyst was still barely level 30, she used to have quite a few equal strength Mhaldorians ask for spars as part of their tasks. I'd say no, they'd push, I keep saying no and they'd come after me anyway for Suffering etc. So after I somehow managed to beat them while in Lake Vundamere (why is it always Vundamere?) they'd just leave me alone. I didn't even have Viridian at the time. They couldn't call for cause either in those old rule days Just put it down to an unwanted experience and leave it at that for the moment. Your character is working out quite well given the situation too.

What I get out of it is ... Jibrix is kind of annoying, and Cynlael has no real concept of an OOC/IC barrier, no concept of the current PK rules (THERE IS NO CAUSE. NONE. IT DOES NOT EXIST. STOP IT!), and hired a city and permanent forest enemy on dubious grounds at best.
