Depends what you mean by "ties". You won't be able to be in Eleusis or either of the Houses. You'll be able to, at best, be a rogue and chill out in Eleusis.
That said, being a devo absolutely requires you to be on board with Good (it's beliefs, at the least). Whether you like Targossas or not, that's a requirement. If that's not acceptable, then you'd best save yourself the trouble and just not take on the classes.

Because Targossas sucks. I have tried playing the faction on 4 alts and I've given up

I don't mean to dis on Targ. It is just not for me.
I'm very anti-evil, pro-creation, but Targossas just seems to be Mhaldor if Mhaldor was Good. It's hard to RP a zealot and Targossas does it well, but a zealot Borran is not. And his views on the Divine... well he does not follow in blind faith. He's one that follows when he agrees. Even in Eleusis, he doesn't much care for Lady Artemis aid get realm (No offense).
Protect the weak, persevere through discipline. These are the things Borran believes.
A. Quit Eleusis, go rogue paladin. Targossas keeps tabs on you as a devotionist, but you are free of civic obligations to Targ and basically RP flavour your life with whatever deviation from its crazy fire-and-brimstone dogma that you want. Maintain your rapidly deteriorating social connections through clans and sheer force of will. Not a new game, but can be tricky.
B. Go runewarden, stay in Eleusis. You get to keep both the
knight discipline and keep whatever version of philosophical teachings that you learned
in Targ while also getting away from forest-hating Targ itself with all of its restrictions and stupid political stances. Hail Nature!

Or just go Sylvan. Cause who doesn't want to be Sylvan over Pally?
I'm admittedly always confused by people who compare Targ to Mhaldor. They're pretty different in terms of attitude, and "zealotry" is every city but Hashan and Cyrene if you're using the term that way. There's room for a variety of personalities even in "zealous" cities though.
Speaking as someone with experience in this, I would only advise the cityless Paladin route if your character already has so much history as a Devotionalist that it wouldn't make sense for them to leave it. Otherwise, I'd suggest some other approach. The social isolation of trying to be a Paladin under such circumstances is really pretty exhausting.

A lot of people call anything that isn't 'let me do anything I want' (the chaotic neutral approach of least effort) zealotry
I have been bashing with my Infernal SnB (with nimble) for a while now, and it seems that my slice/smash and rend/smash combination have balance recovery at around 3 seconds even with different kinds of shields (buckler, cavalry and tower). Balance recovery from raze/smash seems to vary with shield (buckler being fastest at 1.5s and tower at being slowest at 1.9s, approx.) Has something changed regarding SnB bashing since October last year and late June this year?
Longsword or Broadsword? Longsword with buckler should be around 2.1s on slice/smash, which is naturally faster than rend/smash. Longsword/tower is around 2.5-2.6 iirc.

Honestly just pick one or the other. I get the appeal of trying to reconcile the two, to do something nobody else is doing and be an Eleusian paladin or sentinel of the Light. But in practise you'll just end up not fitting in with either side. People won't engage with you to press you for your dual-faction views. Neither group will appreciate you straying from their path. You'll always be the outsider trying to instigate situations where you can monologue. People will rebuff your efforts to stir up conversations with frustratingly simplistic dismissals or insults ("Traitor!").
The factions don't segregate themselves because there are mysterious shadowy Big Brother fascist figures at the top who hate fun and uniqueness and want to control everyone. They do it because factions are actually really fragile, and they need that help to maintain an identity that gives people a role to play. It all breaks down when you have tons of people sitting across multiple fences: Cyrenian sentinel Church members, or Ashtani necromancers trying to join Oakstone and protect the forests.
Committing 100% to either Nature or Good will still give you an interesting, complex role to play, with plenty of room to develop the character you want to develop and create dogma that supports your views. For example you could argue that Nature is paradise, and Good is too myopic in its view of Creation as something static, to be preserved, unlike Nature which will always be growing and changing.
This is not really a quick question with a simple answer.
I just like to follow my own moral compass, not the one established by people trying to control the masses!

Hashan would largely allow you to do your own thing, but the tradeoff is that you have to be willing to let other people do their own thing too, and put up with people you might normally find objectionable, like occultists or sketchy former Mhaldorians. I even play as someone who's a bit of a tree-hugging peacenik at heart and I still love it. I think the diversity makes things pretty interesting, but I don't have personal experience with more uniform cities.
Has anyone else noticed that the shadowcloak's shroud defence is stripped when dragonforming, then doesn't automatically go back up using serverside? I have it set to priority 22 with preempt, and it goes back up automatically when lesserforming.

You won't be able to do that shortname. The object, in this case the chestpiece, isn't something you can target fullplate with, same like if it were breastplate (which would have been proper) or similar. If I recall correctly, the two words you can target fullplate with are "fullplate" and "armour". Should still be able to describe what you want in the long desc though.
I think I might have miss worded it. I more mean, what happens to the FULLPLATE's customization when it morphs to scalemail/leather/etc. Because if I used "fullplate", then it wouldn't be fullplate anymore.... so I'm not sure.

Oh, I understood the question. I don't know the answer, but I was pointing out a hangup with your sample description, wouldn't be allowed regardless.
