I got put into Bopalopia. You made me kill a stupid cat to get out. I think that's punishment enough.
Holy god don't toggle dash/wormhole locking on unphase, that will get you killed if a bad mapper update goes through. Happened to me twice when I used to do that.
Better way of doing it is to edit the mapper script and check for svo.defc.phase in the dashing clause.

TLDR Summary:
Single leg break, enfeeble/AXK from full health before I can stand (due to ping > 130ms).
According to my timestamp, there would have been a 0.138 second window that I could have stood here. Had that been a double break, even from two separate combos, it would be 100% unstoppable. Nemutaur is also not using server side queueing. If he was, he'd beat the leg cure entirely.
I have a level 3 sip ring, level 3 regen, level 2 belt & bracelet, specced for con, 17 dex, weaving on, scales, and holding SoA, with very nice armor.
We re-did this test with full runes, so about 6300h and algiz bonus. I landed at 200 health.
edit: On a separate test, both legs were broken (not simultaneously). He actually had time to force cancel my tumble, and still AXK me twice before standing was possible.
If I tested this mounted, the only thing that would change would be the amount of time (& uses of shield) that it took to break the leg. It would not change anything that happens after it (inevitably) breaks, or double breaks.
Either reduce this damage, or give everybody an attack that does >100% of someone's max health, and requires one to two afflictions. How about making camus do 6000 damage if your leg is broken. I don't see how that seemingly ridiculous example is any different, aside from the fact that I can't enfeeble you before I use it.
You might also want to tweak your sipping not to sip when 900 health is missing, if you'd have sipped health after the enfeeble you would have had a much much better chance of living.
Lvl2 bracelet and lvl2 belt won't help much, most attacks in pvp will scale.
Also you have to remember that I have a ton of monk arties, the lvl3 knuckles are a big part of why this works well on you.
As has been said time and time again: Monk is about avoiding and preventing the killshot - Not surviving it. Just think about the logic of this statement. How would Monk's kill anyone at all if you could just survive their end step?
There is a noticeable problem in Monk's tearing through most people outside of the arena that haven't spent a fortune on multiple pets or a single invincible one, and classes that can't use one at all. In most cases though, it's just difficult to survive. Not impossible. They (See: Nemutaur) paid well enough for this advantage. They reap the benefits with a bit of training.
Finally. Why do you keep presuming weaving hinders a Monk more than bring mounted? Especially if you ever fight one in the arena. All you do by mentioning your artifacts and class is show that you're a bit inexperienced or lacking creativity in avoiding death - you shouldn't be kicking the bucket to a double leg with the means at your disposal.
What if @Shecks wasn't artied at all? Would we be having the same conversation about surviving broken monk damage.... err... nevermind. It's not broken. Shrugging is though.

It depends. I suck at parry so I usually tumble on a single leg break - because if I don't - the other leg is gonna break on the next combo.
It makes sense to tumble if the other leg is prepped to break in a combo. Never tumble on a single leg prep/break, though.

Or just suggest action heartstop, kick guard, tumble onto guards, evade onto guards, worm warp onto guards, etc. Secret your friend's earrings to them and hypno them to travel to a guard stack. Or any other possible hypnosis action you can devise that isn't considered laming.
