Anyway, this is partly true, but only because it's allowed to be. The same was true in Shallam, until people pushed against the status quo and forcefully took over the city and took it in a direction that made sense according to its history.
This worked because we had a god backing us (Penth) and saw some of the city's most notable and successful periods, in terms of aggressively following her ideals.
Cooper is absolutely right: Hashan <i>is</> the city of Darkness whether people in Hashan like it or not. You have awesome and crazily hard-working gods there who would doubtless support people who want to take control of the situation, so the onus remains on the players to make a focused, sensible and concerted effort to pull Hashan out of the funk it's in.
This is how Hashan will not just attract players like Tanris, but also breed Tanrii (and Rhos and Wulfens and Tenebrii) of their own. It'll take a long time, and the players that do step up will probably spend long nights hating themselves and everybody around them for the shit they're putting up with, but when it works you'll all have a shit ton of fun making your mark on the game world and watching the ups and downs for Hashan that you'll have orchestrated.
And who knows, if it all falls to shit and you get hamstrung by gods later down the line who make terrible decisions, maybe you'll get your very own brand new city as well, and the opportunity to dance on Hashan's thorny grave before the Ithmia reclaims what is hers.
Essentially. Irl, I think Hashan is dead. I would prefer to start over with Hashan now. Its a complete mess. I agree with @Wei. Thats what I would like to see. But I dont think it will happen.

Was oddly fun getting lost and forgetting I am Hashani for a while. Also the raid with Targossas earlier today was oddly fun since half of us were running around going. What do we do? Similar to @Vayne's post, I'm definitely sending a shout out to @Twilight and @Ourania for being around and trying to help Hashan with everything that's going on and a bigger one to @Valnurana for taking on the mess that is currently the Serpent Lords house. We all have an identity crisis (even though the concept is sitting right underneath our noses in the history and lore and no one is choosing to utilise it. ).
I really hope the SL get their act together, they have so much lore to use at their fingertips and @Ourania gave us some really cool storylines to work off of, but when I put my foot down and tried to actually get the House to be a Serpent House, I got mutinied.

I disagreed because there's a reason that you see most of these big name PKers like Tanris and Poergh popping up in Ashtan, and that's because people like Skarash have been setting and maintaining the foundations for those people to thrive in Ashtan for the last 10-15 rl years.

Ashtan has a legacy of benevolent tyrants/philosopher kings/manipulative bastard overlords. Political stability is more appealing to most people (I assume) than revolving door leadership, with dozens of people who believe the best way to end the endless succession of contestations is for them to contest and be a better leader than the current guy.
I've been really drained mentally, and emotionally IG, but hanging out with them recharges the batteries a bit.
And a giant rave for anyone high-ranking or mid-rank with a ton of responsibility, and paperwork.
I'm burnt out enough as it is with just a few simple house assignments. I cannot begin to fathom the amount of effort and hard work you all put into Achaea. (Same goes for the entire staff and divine behind the scenes.)

Actually, I don't think so. It isn't the revolving door, so much as the "tall poppy" thing. If a person draws attention to themselves, brings a raid on, makes waves, then a tiny wave of Hashani pgymies will rise up and game the legal system/make their lives a misery until they quit. The reason that Hashan doesn't get/retain people good combatants is because Hashan forces them out. What you really need is leadership with balls - it doesn't even matter if it's different people as long as each person who's in the seat has the balls to do things and stick to them.
Sometimes that means special treatment, sometimes that means bending the rules, or sticking your neck out and saying this person is pardoned or whatever but that's leadership. Hashan's problem is that it is generally run by people who will pander to the lowest common denominator for an easy life. @Silas is right - if you want top tier combatants (and you need a decent chunk in order to really play a role on the world stage) then you need to attract them.
Personally, what I'd like to see now that @Twilight and @Ourania are both active is just some divine law laying down. If they need to boot people out, so be it. If they need to boot out a significant portion of the city population until they are left with a majority that is hard-working, dedicated and actually wants good stuff for Hashan even better.

There's a residue of long-term players who hate change, and new things and have the numbers and longevity to either stop it, or make the lives of the people who are trying to do something different absolutely miserable. You can't negotiate with those kind of people, all you can do is recognise them as your enemy (if you're in leadership) and destroy them completely. Burn them to the ground and salt the earth. Boot, enemy, kill, lie, character assassinate whatever.
