I'll share the numbers of what I've learned here, to hopefully curb the amount of messages @Tecton will get in the future, or possibly inspire more of them!
Most of the attacks (dstab, pickpocket, flay) are capped in how much reduction they can receive, so any DEX over a certain value is not beneficial to reducing balance times any more. I don't know specifically what this number is, you'll have to test for yourselves, but I do know that at 16 DEX I was at maximum balance reduction. Thoth's dstab was sitting around 1.82-1.86 balance times with max reduction and Nimble.
Some things are not capped in reduction, the only one I found while I was testing extreme DEX ranges was backstab channel time. At 16 DEX Backstab took 3.6 seconds to complete. At 19 DEX it took 2.5 seconds to complete. Possible Phase is uncapped as well, I didn't test it.
Shrugging works through paralysis currently, and has a 10 second 'cooldown' before it can be used again.
Item pickpocketing lets you get any non-worn item on a person. It has extremely low chances to succeed (10% or less, not enough data to be sure at this point). It is increased by Dexterity, but like attack speeds it is capped scaling. Once an item pickpocket attempt fails, you're 'immune' to item pickpocket attempts for an hour. A good compromise to the prior theft system, I think. High value items can be stolen again, but at very low odds. It still takes the channel time, and mesmerise time to maximize efficiency, so you're looking at ~20 seconds of prep time to attempt on someone with anti-theft. You can't constantly attempt high-value theft on that person because of the cooldown, and it always alerts you to the name of the person who attempted to take the item when it fails. I have not seen it succeed, so I don't know what is seen then.

each point of dex over 13 lowers the base speed by 0.1 seconds
each artefact dirk level lowers the base speed by 0.2 seconds
That means you hit the cap with:
-normal dirk and 20 dex
-lvl 1 dirk and 18 dex
-lvl 2 dirk and 16 dex
-lvl 3 dirk and 14 dex
Shrugging cures whatever tree cures, has a 10 second internal cooldown, and is stopped by weariness. Yes, it also cures blackout and stuff.
AFAIK, phase/flay/backstab are uncapped for dex, but again the effect may only start above 13 dex.
Hypnosis timing (after the first suggestion) used to be randomly 3, 4, 5, or 6 seconds. It's now randomly 3 or 4 seconds, so less variable and also faster in average.

@Iocun did you test Level 1 + 18 and Level 2 + 16? Curious if it's attainable. I ask because from what Makarios said Thoth's can't be reduced, it simply is that fast, so I'm wondering if the other levels can be brought to Thoth's level. I would assume no, but have no testing to back that up.

Hrm, actually the numbers don't come from testing, but from Makarios directly, but if now he actually says that Thoth's can't be reduced at all, they must have changed slightly, because as he stated it then, Thoth's alone would leave you at 2.2, i.e. 0.1 seconds above the speed cap still.
Nothings changed. My comment about it being impossible to reduce thoths was in regard to old thoths speed. The current dstab cap is .1s faster than the old max attainable speed for dstab (and you'll always be only one dex short of that cap with thoths now, which is the same as old thoths speed). Hence, you'll never be slower than old thoths as a current thoths owner.
Rave to @Rangor, @Geraint, @Alrena (who I accidentally rezzed :P), @Kastiel, @Erikka, @Antonius and whoever I am missing for that little skirmish yesterday. We won some we lost some but it was so damn nice to have a melee mashup instead of the stationary LoS bullshit of the last bloody RL year.
Even on crappy 3G I was laughing my ass off. Rave to all the Mhaldorians as well for going along in what was a amazingly fun and messy melee run around.
More reallistically possible with a level two dirk. You'll just be less tanky than someone doing it with a thoths.
On paper it is achieveable with a level 1 dirk, but it would require either stacked truefavours or dex artefacts (at which point it'd be cheaper just to buy the dirk upgrade).
I don't like that, seems a bit odd that you can achieve Thoth's speed and net all the other benefits of high Dex.
I wouldn't suggest big differences, 1.8/1.85/1.9/1.95(unartied max), but I'd like to see differences. Oh well.

Yes, this can be a small minmaxing problem for mhun/rajas/atavians, whose higher dex in dex specs conflicts with the dstab cap when using Fangs. Other races still benefit entirely from dex speccing (although might not gain the full benefits of the agile trait on top of that either).
Consider though that the speed modification on flay is extremely small. You'd have to boost your dex quite a lot for it to feel significantly faster, so con speccing is still perfectly fine for a Fang user.
What would have been great though, would be to apply the nimble bonus before the cap, but lower the cap to 1.9. That way, people would also have the chance of not picking nimble as a serpent (and either get quick-witted instead, or none at all for more tankiness), but making up for it by getting higher dex.

With dex spec, trait, and a level 3 dex artie, you'd even reach non-dexxed thoth speed with an ordinary dirk.
