It could very well be. What is consciousness, but the constant pulse of electricity through brain matter? It isn't a tangible thing... so who's to say that light itself cannot have consciousness?
What creates those abstract thoughts though? Brains are made up of the same matter and through our experience we program in thoughts, but there is something more to it. If I beleive I Love Science there was actually a tentative discovery of a major type of memory that when recalled wasn't the result of synapses firing but the memory just appeared.
i am quite fond of the ghost in the machine idea. So maybe there are ghosts out that just don't inhabit machines.
