If only there was some way for city-states like Hashan and Cyrene to get involved without the need for "PK this, Beat up that". Truly I would love to see an expansion added to city-state mechanical interactions other than "we have the biggest army".
Yes Achaea has its politics (which at times make me want to take a sharp razor to the throat) but other lovely concepts that could be included:
Cultural growth and influence in the land (Lusternia (dont throw rotten vegs plz) has a mechanic for this)
Harvest/accumilating of natural resources from the land: wood, iron, steel, etc. This would be done by citizens themselves (possibly even hired 'worker' mobs? I would see Mhaldor having 'enforced' mhun slaves).
Relations, contracts, and trade routes with the 'lesser' city-states/towns: Tasur'ke, Delos, New Thera, etc.
All I can think of for now, but generally my main point is city-states like Hashan and Cyrene will -never- be able to grow with the current mechanics in place. They are not built for this type of environment. They need to play at their strengths, not play at the strengths of others.

On what basis is this statement?
Simply put, Cyrene and Hashan are not military states and neither prosper nor enforce the idea of "Strength through combat". Players and citizens -COULD- do such, going around yelling for fighting for darkness and attempting debates to push citizens to it, but it simply wont stick. Why? Because it isnt in their makeup. The very themes incorporated in Cyrene and Hashan are not about waring and an autocracy, but about democratic beliefs in freedom of actions, and in cyrene's case, patronage to the arts.
You cant force Hashan to suddenly become:
- A city of warriors and rowdy freedom fighters that have a cult of worshipers seeking to bring Oblivion (Ashtan).
- A city forged in blood and hellfire that seeks naught but to bring about the Glory of their Evil lord and dominion of the land (Mhaldor)
- A city embracing the faith of the Light and Purity and taking on a zealous mandate to cleanse the world of the 'tainted' filths, least history repeat itself and their city be dashed away on the rocks again (Shallam/Targosas)
- A 'village' that is the only fort in the land that seeks to live in harmony with nature and fend off the corrupt powers of Evil and Chaos and, in some cases, encroaching civilization. (Eleusis)
Disagreed because while I do agree that you can't force Hashan to suddenly become another city, there's plenty of stuff in the Darkness ideology that would pit Hashan against, well, pretty much any other city (except perhaps Cyrene). Though I think the basis of it needs simplification so that you can convey your basic factional beliefs without a 20 minute lecture, its definitely there and ready to be acted on.
What needs to change in Hashan to set it on the path to becoming a military power, in my opinion, is the citizens' outlook. All the citizens need to buy into the basic Dark premise that the universe is unbalanced by excessive judgement and that the created (mortals) have the power to right that imbalance. That's all. If we can get everyone on that page, we can start moving forward.
