Try the ARTEFACT syntax tree. ARTEFACT LIST shows you your arties and ARTEFACT (number) UPGRADE tells you how much it will cost - you have to do ARTEFACT (number) UPGRADE CONFIRM to actually upgrade it. I know regen rings qualify, but am not sure about vaults.

@argys It depends on what you like to do, of course.
I you go bashing a lot, I'd say take the Lucky trait because it stacks with Extispicy to buff your crit rate, which is good. Also meticulous care keeps your boar, moss and moon from fading as fast. Consider either Receptive Body for increased vitality sipping or Quick Witted for faster EQ on Educe Iron (taking more damage is a downside, but faster balance gives you increased crit rate, more damage outout and more chance to run if things go south). Maybe then take the one not chosen once you get the final major trait at Logosian. Obviously take Master Transmuter (or whatever the alchemist specific one is) if you intend to spend time creating curatives. Can't remember the name, but if you bash or transmute often, the willpower regen minor trait is good to save some time when meditating it all back.
The new major traits are really more useful for PVP, I think, and of course most of the minors are still for flavour rather than mechanical advantage. That's my opinion, hope it helps.

I'm weighing the cost-benefit value of different packages with level 1 arties, and future upgrade costs are a part of that value.
