You can tell if it resets to you by probing it. The last line will be something like "This item will reset to you." As far as I know there's no way to know if an item resets to another person, a specific location, etc.

From what I know, unbound credits count as 100%, and bound credits/lessons count as 50%. So yes, in that scenario, I believe you'd get at least 500 in retirement value. Maybe you can issue yourself to ask, though?
This character is not eligible for retirement. You would need to increase its worth by 294 credits.

No, it's roughly 50% of credits bought, but there are a lot of caveats to what is counted and is not.
No, when it says you need 294 credits to retire, you need 294 credits to retire. In this case, buying 300 credits(no no-brainer credits) should let you retire it for ~500 credits. I did this to retire old alts to make this character, I had no problems with it.
It only works for attacks on other adventurers. I don't think the proc chance is that high though, so the majority of the time it's not really going to be a factor at all.

It use to be horrible to fight a troll monk because each hit (so 3 per combo) had a chance to proc, the proc chance was much higher, and the stun was so long.
