To be fair, it can be rather hard for someone with a high might but low combat ranking to "get off the ground" in the rankings. People with high rankings don't want to spar them, because they risk losing many points when fighting someone low-ranked, and people with low ranks can gain points from people with low might just as well, so they don't want to spar them either. And when I check SPARWHO, there often are several low-might people, but only few high-might ones.

It can thus be very hard to get going in the combat rankings without fighting a few "unfair" matches first, to get a decent rank "to work with", especially if you only join the rankings relatively late into the season.

That aside, the combat rankings consist of only a single tier, so it's really everyone against everyone. The system is simply not designed to allow for treating people in different brackets of level/might/artiedness differently.
