HELP PLANES states: There exist a few locations in the multiverse so inherently dangerous that they have earned the designation of "Treacherous Plane." Simply being on one of these planes puts you at risk of being attacked by anyone, for any reason - or no reason at all. Once you leave the lawlessness of those planes, you may not seek retribution for what happened there. 

He was doing what's allowed in Annwyn as stated in the game rules.

that was so great. Got two people killed when they tried to chase me around the ship. I'm good with that trade. (the ship was getting sunk after the owner decided to insult the pirates, so not much I could do about that)
