It should hit extremely hard from a level 3 collar'd Occultist on a target that has at least enough afflictions to be venom-locked. Let's not jump to dumb conclusions based off mechanics working how they're supposed to in extreme circumstances.

Didn't know it scaled with affs. Hard fighting a serp, two BM's and Hirst at the same time
While I obviously cannot speak to every situation you or anyone is warp/hound'd in, I'd guess a decent amount of them involve at least 2+ afflictions. On initial testing, hound damage jumped every 2 afflictions the target had.
In other situations, and even in many situations with afflictions, I'd say artie'd Occie warp/hound is around artie'd Magi staffcast. Might need to be tuned down slightly at base values or not scale as hard (similar to how Monk damage isn't a problem until it scales with arties), but when I've been hit with it it didn't seem too powerful.

That's very conditional as it only works if they're on balance/not hindered at the time of the screech, but it is pretty good damage if you can assure that.
Artied warp/hound is fine, the scaling with affs is weird to me as it's already decent and it's not like that's a tough condition in group combat, but it isn't game breaking so whatever
If I remember right, engage, dsl prefararX2/screech did ridiculous damage as an infernal, upwards of four k when done with good axes...
It used to do way more, except I ended up doing it to Coran and he posted the log while complaining on old forums. Nerf was swiftly incoming to engage damage. If I'm being completely honest, it needed it, but I was still annoyed.
