Long and short of it is that it's a bug/typo.

No it isn't. Clearly you need to develop a way to lure them to Chaghut and then murder him in front of the other villagers.  Doing so will increase your credibility with said village because you are now a Divine in their eyes - until you get caught shagging the chief's hot daughter.
