Formalizing Mudlet Crowdmap Mapping Rules

With the latest huge additions to the map of Achaea and the resulting confusion about who maps which parts, @Vadimuses and I debated how to get the "Crowd" back into Crowdmap. As a result, we formalized a (hopefully) simple set of rules that should clear up the confusion and make the current process more transparent. You can find the proceedings at https://github.com/IRE-Mudlet-Mapping/AchaeaCrowdmap/wiki/Mapping-lock.

You will need a GitHub account to modify the wiki and put your name in. You will need one to publish your updates later on anyways.

Additionally, I started some instructions on how to get your crowdmap updates published, but I didn't get through those. You can already have a look, give feedback and will find the complete thing at https://github.com/IRE-Mudlet-Mapping/AchaeaCrowdmap/wiki/Updates
