I think Eleusis as a village -is- antagonistic towards cities. Or at least towards most of them. You can't force people to raid where they don't want to, though. And at least judging from what she said once in public, not even Artemis is all that antagonistic towards Cyrene

one day every month should be "all vs Cyrene" day, where all the other cities raid cyrene for an hour, just to make them feel included.
I'm going to say I'll agree and disagree(though I don't ... Remember everything that's been said).
While activity of a city isn't the most important thing, it's definitely helpful. When I started, I started in Ashtan. The numbers there were great, people always around. The only thing about there, is that even if they're around, more often than not they're silent, or busy, or just don't like you. My personal experience with Ashtan was 1: People bugging me about finishing tasks. 2: Citymate ripping me off when it came to credit deals. 3: More people bugging me about finishing tasks(joining a house). 4: Same citymate attempting to rip me off when it comes to credit deals. 4: A citizen helping me with my marque(yay!). Of course, after all that, I joined a house to find that while the city channel was only mostly silent, the house channel was even more silent(Asking several questions multiple times with different people around each time to never even receive an answer, let alone someone saying "oh, ask this person, they will know".
I went to Mhaldor because of all this. The activity there is quite similar. Generally a good amount of citizens around. CT is still quiet, but there are probably other reasons behind that. I was inducted into very full IC clans that are somewhat talkative. But more importantly, I found people willing to sit and help with things. They're strict, yes. But while I've been in Mhaldor, I've not really done anything to move up/forward, but rather just continued bashing like I was before. Even then though, there are still people willing and offering to help all the time. They go out and do things that, if I joined them, I would become enemied to a lot of places(most likely). I have yet to join them on any of those adventures, and I have not been looked down upon because I have not joined them, I have not been scolded or anything for not joining them. Even as a Mhaldorian my enemy list remains small.
I don't remember what the original question was, so now I'm just going to continue. I haven't been a citizen anywhere else, but I have noticed a large amount of people springing up in Cyrene. Definitely helpful people there(I won't name specifics) even if I am Mhaldorian. Eleusis, I haven't really seen anything of, but that's probably more my own fault. Targossas, again, haven't seen anything other than thieves.
As I said in another post, I played Achaea a long time ago, but since my time back I haven't really seen much out of Hashan other than deathsights(deaths/kills). Tbh, I didn't think it still existed at first.
I mean there's a difference between forcing people to raid and just... not allowing people go out and befriend the other cities, defend them, etc.
That depends on what you mean exactly by befriending, though. Having to stay put on Eleusis or not being allowed to visit other cities is pretty boring, not to mention pretty close to trying to make Eleusis into what I am tempted to call green Mhaldor.
I mean, every other city has a place they can visit, and sometimes more than one. Even Mhaldor has Cyrene nowadays, despite their 'You are with us, or against us' posters littering everywhere else.
I think it is best left to let each (Eleusian) individual decide how they want to flavour their relationship with city-living characters.
Restricting people from defending other cities at least I can see how it'd make sense, though I haven't seen this happen at all recently. I used to defend Targossas from Mhaldor, but that was a while ago, and I haven't seen any other Eleusian defend any other city before or after.
