What's the difference between Fugue and Flourish?

Hi, I'm new to the game, and new to being a bard! I was looking at the Voicecraft ability Fugue and the Swashbuckling ability Flourish and it looks like they both inflict fear. Do they have any differences other than being from different skill sets? Even if I never have to use these skills above a certain level, I'm still curious.

One can be used off balance (cause it is voice balance) where the other takes balance to use. Not sure of what other differences there might be beyond that.

At some point bards had 4 different ways to give fear, and they still might. It's just a weird thing about the class.

Also, and I could be wrong, but Flourish balance cost can be altered by traits and such. Voice Balance is static. It will always be X (I think 3s?) No matter what. Otherwise, the class would be ridiculously powerful... or Melee Occultists?

Voice balance scales with jab speed now afaik

Voice balance scales with jab speed, yes. It's a set amount slower than your jab, I think 0.3 seconds, so increasing jab speed will also increase voice balance speed.

Lament (Harmonics) also gives fear.
