I'm considering rolling a newbie and I'm wondering if you guys have any advice on which cities and houses have the most active roleplay scenes, and what TYPE of RP these tend to focus on (eg, I hear Mhaldor is very hierarchical and authoritarian?). Also, are there any hot spots/gathering places people go for pick-up RP?

Do you know what kind of character or environment specifically you'd be looking for? That would help guide suggestions.
Ashtan: More RP than is given credit for, though it can sometimes be hard to find because the most serious RPers are either high-ups that are often busy or in the Occultist House which isn't that big. It's kind of aimless other than said Occultist House though, (and Vastar maybe), so I always felt like I was just RPing for the sake of RP if that makes sense. There are fairly frequent encounters with people blatantly not trying to RP, though.
Eleusis: It... depends. You can find some really cool RPers, but there's also people that just want to snuggle you and be cutesy and it can be offputting (it's why I didn't last too long on my first character there). There's a very focused RP direction overall, though, Nature is a faction that has a clear goal even if people disagree on how to go about it. Lots of rituals and stuff too if you like that.
Cyrene: Completely casual RP in that it's entirely 'how are you today' and slice-of-life style RP. Nothing really 'happens' in Cyrene, and a lot of Cyrenians are isolationist in both an IC and OOC sense so you'll get a very skewed view of other cities/factions. If you don't want to worry about 'big' storylines though it's perfectly pleasant.
Targossas: Very focused, but it's also a very small population. A few people (who I won't name) are very much blatantly OOC in the gathering spots, and the big RPers are spread thin because of a lot of work and few people to do it, it feels.
Mhaldor: By far the best place to go if you just want to roleplay roleplay roleplay, in my opinion. Except for the one exception that mostly behaves, everyone seems to be constantly actively roleplaying. Lots of well-developed characters, lots of people who are eager to interact in small and big ways, lots of events to mingle and meet the other citizens (Cyrene has the events thing going for it too, though less intensely-RPish). Of course the con is it's an evil dictatorship so if that's not your thing.... Mhaldor has the biggest scope of RP, I feel, in that it has a focused greater RP storyline, cultural roleplay, ritualist roleplay, and casual interaction covered at most times of the day.

The basic setup is basically a theocratic military dictatorship, so rank is important. But higher-ranked city members are always eager to interact with the lower-ranks, it just has to be with an air of respect from the lower rank. They're actually incredibly helpful to newbies, too, which is surprising.
The crucial thing is that you need to create RP, not merely ask where to go, show up, and hope it happens. People are not going to bother roleplaying with you if it feels like they're always the instigator and you're just asking them to entertain you. But if you go out of your way to interact with people, people will notice. Even people who don't respond in kind with any sort of deep RP experience will gain you a reputation as an RP person, which will ultimately attract more RP people to you.
Go with the kind of philosophy you want to roleplay, not the one where you expect to find more people who will RP with you. To that end, of the cities I've been a part of:
Ashtan: Because the city has no real overarching theme, RP tends to be pretty diverse. Occultists have a strong Lovecraft thing going and a fair amount of Crowley-style occultism. The Nihilists have one of the more interesting philosophies in the game and some very strong RP. There are other pockets of roleplaying about various other things too.
Mhaldor: "Evil" is essentially an extremely radical interpretation of social darwinism. Think LaVeyan Satanism. It's a lot more nuanced than many people expect.
Cyrene: As Ayami suggests, it's very 'slice-of-life'. It does, however, tend to have a pretty strong sense of shared culture, I think moreso than a lot of the game's orgs, even if it is ultimately very isolationist.

I've had several conversations that have gone a bit deeper into philosophy and that's just within a week.
Now I'm not too well-versed with other cities, but I can offer you some insight into Mhaldor. To be honest, I've only recently returned from a long hiatus, but having been a rogue before joining the city of Evil, I can confidently say I made a great decision. Mhaldor is a military-based dictatorship, where you start as a worthless slave and must work your way to top. Our strong philosophy and religious zeal can really give you a focus point to begin your roleplaying journey, and the intense atmosphere of the city will force your boundaries to go beyond your own expectations. That said, it's true Mhaldor may not be for everyone. Some of the rps we have can be rather gruesome and hardcore, and the hierarchical society may frustrate some people. Personally, I find it extremely satisfying to be a part of such a well-organised structure.
It can be intimidating to begin anew in Mhaldor. You can't speak on city channel, because you'll only be met with "Silence, Slave!" or some cruel punishment if you persist. But, we do have lots of help resources in our two houses, and we even have a clan where newbies can ask noob questions or discuss things. You'll be surprised how helpful and nice Mhaldorians can be if you ask in a respectful way. We used to have a small playerbase (although it's improved much recently), and I think most Mhaldorian players feel a certain duty to make sure the newbies are well-catered for (also justified IG).
Everyone is very driven in the city of Evil, and we have two awesome houses to offer- the Dread Legates and the Insidium. It would be a mistake to think Legates are "combat-oriented" while Insidium are not, or any kind of stereotypes like that. The houses can be open ended, and you can develop your character in any way you choose in the end. I chose Dread Legates because it suited my style of play better, and I'm absolutely loving the house tasks so far. They make us dabble in all kinds of aspects of Achaea- scholarship, exploring, combat, ritualism, missionary expeditions... even designing! They'll really make you look around the game further, and explore your character's interests and desires.
As I've mentioned I'm a recently returned player and in sore need of roleplay to develop my character from where I'd left off. I have a few events in mind to get myself interacting with others, but they're still yet to be fully developed and planned out. If you decide to give Mhaldor a try (highly recommended!), feel free to pester me with tells to ask any questions IG. You can also OOC message me in forums to plan roleplays if you want to do something more complex. Usually though, I go by the flow IC, because it feels more natural.
