It could be worse. Hashan tends to be one of the easier cities to infiltrate or raid.

I've been tempted to have guards put on either of them, but we always decided against it

You should do this, which would make it impossible for Hashani enemies to learn these proficiencies, which would call attention to the root issue, which would hopefully see those proficiencies moved or made available outside of Hashan, and then you wouldn't have any need for guards there in the first place.

To be honest I think none of the weapon teachers should be in any player run city. But its prolly to late to change that.
I dunno why it'd be too late, just have them decide to move out and live in some denizen village instead.

back in my day I died 4 times just to get my warhammer proficiency. And that was like two months ago. It was great
Oh, and I did ask someone, but I was actually called a filthy Mhaldorian. I mean you expect that as a mhaldorian so it's not a big deal. But most people are not going to help you come on over into the enemy city.

If you just ask, someone will most likely escort you to the guys in Hashan to learn weapon proficiencies from.
Hell, I'll go there and send you a portal if you want to learn the proficiencies. As long as you leave peacefully afterwards.
