@Khaibit it's not meant to cost credits, but even if it did, it's not meant to be expensive since the property it's going on is already a large expense. I figured about 4 million gold would keep it reasonable since it really shouldn't cost more than the land it's on and that would keep it in line with all but windcutters. Shops are always listed as a gold expense by the administration and always have been. The only way to get a shop for credits is through an arrangement with (an)other player(s). Housing upgrades, on the other hand, are not always credits (see libraries, stoves, and furniture) or even house credits (see beds).
Shops also have associated maintenance fees that cost gold. Shops have taxes, the proposed ship shop has a requirement to keep the crew loyal, and getting a new denizen would not come free and the only way that costs credits is when it's a pet. House servants also cost gold, if that was the way to go.
