Can't they just check if the furniture is placed in a player housing room owned by the person attempting to customize it when they try the command, and reject it if the room is anything other than housing?
I think in some events or something that mounted animal heads have been sold for a high auction price. I think Jarrod bought one in the Petra Estate auction. Would kind of devalue any already existing to just make anything mountable as a display.

Make furniture crafting a tradeskill (or split into a few skills).
Give it descriptors like forging rather than the current setup.
Fix placement so items placed together become a group (effectively hiding #2,3,4 and showing #1's short desc with all modifications).
End result:
