You're making a ton of unfounded assumptions. The weapon changes have changed whip/lash stats, but garrote is otherwise the same (same speed formula and damage formula; I even assumed it was changed when the weapon changes went in, but I and others confirmed it hadn't changed), and my testing isn't based on fully artied, it's based on the actual formulae used for garrote (at trans; I admittedly don't have anything on damage below trans).
If you want the full details and not just artied, the formula for garrote damage at trans is 320+4*DamageStat (and I just realised I was using the old (pre-July) formula in my previous post about fully artied DPS, so the numbers there are off), and speed at trans is (7-(SpeedStat/50))*DexModifier. Like I said, I'm not 100% certain on the dex modifier, but above whatever the cutoff point is (anyone at trans subterfuge should be above it now that weapon stats are standardised), it's roughly a 6% reduction per point above 12, with no diminishing returns (based on testing of 12 to 19 dex). At inept, it's 1 second slower (8-(SpeedStat/50) instead of 7-(SpeedStat/50)).

That was much more restrained than I expected. Sena continues to be a pillar of Achaean niceness and a numbers goddess. If ascension were still possible, she should definitely be the goddess of Math. You'll find that often times, unless Makarios has stated it is a fact, the administration don't have all the answers when it comes to the nitty-gritty combat stuff. It's no slight to them, mind you. They do, after all, have a massive plate in front of them. Combat mechanics is such a small portion of this plate that it's a wonder how they ever get anything done balance-wise.

Let him go, even if Sarapis, @Tecton, @Makarios, and Clementius back from retirement all got together and posted on these forums to say that dex affects garrote speed, he'd only be reduced from bullheadedly against the idea to merely skeptical.
