Before I classchanged to bard, I was int specced as a monk - both racial spec and trait spec were skewed towards int. This meant a lower strength, and int and str seem to be opposites, stat wise. A larger than average pool of mana to transmute and larger pool of willpower were certainly useful, but the lower strength made hunting / bashing slower.
For melee, strength is more useful, as your tekura will do more damage, but it does really depend on what you want to achieve.
Early on, I'd suggest going for more con to get a higher pool of health, then you can re-spec later for either int (raiding / ranged attacks) or str (melee)

Telepathy requires a mind lock to use any ability at range, and some abilities require a mind lock to use even when in the room with your opponent. A higher mana pool (which comes from, among other things, higher int) will make it easier to get and maintain mind locks, as well as giving you a larger pool of mana to work with when using abilities, and directly increasing the damage of mind crush.
However, as Klendathu says, it's a tradeoff. In order to maximise int you have to sacrifice elsewhere (strength or constitution). Unless you're going to be doing a lot of group PvP pretty much immediately, speccing for Int to maximise Telepathy usage probably isn't the most effective route to go right now.
