There are a lot of items that can be forged that do not have a smelt value. Terrible bucklers/daggers/whips and other things offer little or nothing in return, so they end up claiming precious text-space in Achaea.
My brilliant suggestion:
Several denizens that takes scrap forged items and will pay you either 30% of the commodity cost for them (rounding down), or the equivalent in gold (at the rate of mainland lowest price).
GIVE 50 WHIP TO PAK
"Excellent!" Pak exclaims.
"Would you like gold or commodities for these?" Pak asks.
You say, "Gold."
"Alright!" Pak says as he takes a moment to think.
Pak mutters, "495 for the wood..."(not necessary but I kind of want an audible mention as to what the denizen is calculating [plus I think this process should take time])
"750 for the iron." Pak continues.
"1485 for leather." Pak mumbles.
"OK!" Pak exlaims as he hands you a small bag of gold.
or
You say, "Chocolate."
"Umm, I'm sorry," Pak says awkwardly "but I can only give you gold or commodities. Which would you like?"
You say, "Commodities."
"Alright!" Pak exclaims.
Pak ruffles through his vault of commodities.
"Aha!" announces Pak. "Here you are."
Pak gives you 15 iron bars.
Pak gives you 15 wood commodities.
Pak gives you 45 strips of leather.
In the situation where someone gives Pak just one or two daggers/bucklers (whips would still give 1 leather per whip back):
"I'm sorry," Pak says as he hands you back your items, "but you're going to have to bring me more than that if you want anything."

What about the code for the ratters? SELL BUCKLERS TO DOOD or something.
I think there's more chance of, as Silas put it, 'a Rufio for forged crap' being implemented, where'd you'd only be able to get a percentage of the base commodity cost for a forged item back, possibly modified by the number of months left on the item.

Besides that, there are denizen shops that sell weapons/armour with mediocre stats at low prices, so getting rid of less-than-mediocre forged goods will have essentially zero effect on supply/demand or item prices. Why buy 100 below-average forged daggers when you can get 100 average daggers dirt cheap from Delos?
This does open up a couple of possibilities concerning looting and thieving, or whatever. It's a step closer to the MMO template, but I'm not sure if that's a bad thing or not..
