Jera may be nice for strength-dependent classes, if your base strength is low enough that its usefulness isn't reduced by diminishing returns too much, but otherwise it's probably almost always going to be Algiz.
I can buy artefacts to increase my health, and I can get tattoos to increase my health regen, but I cant buy a flat 10% damage resistance to everything.
@Sylvance boar and berkana don't overlap... It's just more regen on top of boar, regardless of anything other than somehow having level 3 regen before berkana.

Berkana - Because having less health or taking less damage is strictly inferior to INFINITE health.
If berkana can be considered infinite health, then so can jera and algiz.
Berkana actually adds a maximum of 1080% of your maximum health. That requires a level 1 regen ring and always being hurt enough that none of the regen is wasted, which means usually it will be far less. And if you don't have a regen ring, or if you have level 2, berkana is less effective.
Jera easily adds more health than that, except for unlikely situations like very high con at very low levels. At level 80 with 14 con, assuming you sip (with no sip bonus) and eat moss/potash (with triage, at 6 seconds balance) as often as you can and none is wasted, and you have no health boosts, jera adds ~2177% of your max health, just over twice as much as berkana. The actual formula for this situation (full sipping/moss with no bonuses) is (108300*Level/(Pre-Jera Max Health))%. Sip/moss bonuses make jera even more effective.
Algiz also effectively adds more health than berkana if the damage you take is at least 3% of your max health per second on average, before algiz. Although this assumes 10% reduction, since I'm not sure what it was changed to. If it's 5%, then that would require 6% of your max health per second. If you're taking much less than that, you probably don't need runes anyways.
So, berkana is far from infinite health, and actually works out to less health than either of the other two runes (although that's a silly way to look at any of the effects).
