Best first artefact?

My character is a Xoran Runewarden, 2H. I'm looking to maybe take advantage of the artefact cart sale before it ends, and was looking for opinions on what to get.

I'm primarily focused on PvE right now, and I can budget for about 600 - 700 credits.

I was leaning towards either getting a lvl2 crit pendant, or a lvl 1 crit pendant and a lvl 1 sip ring.

Open to suggestions, though.

Somehow I overlooked that one.

Reading the news announce post on it, it says:

"These are the regular artefact powers and can be upgraded in game."

What does that mean exactly? Do you upgrade the powers separately or is there a fixed cost to upgrade the whole thing?

The former, I believe. It's the same as having any ordinary item, and buying 2 powers on it.
