Clan Help

Ok so I have a few different ranks in my clan

Initiate
Member
The Tower
Counsel
Leader

I want to set up help files for each rank under leader. I want to have the Initiate rank to have the CLHELP INITIATE file. I also want the member to have a  CLHELP MEMBER file, though I want the initiate to not be able to see the member help file. and the members wouldnt be able to see the tower help file and all the way up.

How do I get this done?

Also I have this for structure:

Clan head

     Sapling Woulfen

Leadership

     (1) The Counsel

          Chair holders                           Clan privileges

               Triseph                                 

     (2) The Tower

          Chair holders                           Clan privileges

                                                       

     (3) Family Member

          Chair holders                           Clan privileges

                                                       

     (4) Initiate

          Chair holders                           Clan privileges

               Triseph                                 

     Invested to all members

                                                  Clan privileges

Should I Change this up so the Councel would have a higher number and the Initiate should be number 1?
