No Brainer Packages and Inactivity Deletion

If I buy a No Brainer Bound Credit Package or a Lesson Package, will that mean I won't be deleted for inactivity, just like for buying regular credits?

correct. Also, when you done that part, you can see that your character is 'permanent' by the command 'characters'

You can't, unless you start the thread as a question. The three choices (from the arrow to the right of the "New Discussion" button) are discussion (the default option), poll, or question, and this is a discussion.
