Hi Andypandy!

You can find the Kobolds in the Libra dungeons in Minia, there's lots of signposts pointing the way, or you can use the LANDMARKS system to walk there automatically with WALK TO KOBOLDS

Health potion can be refilled by other adventurers, from shops (HELP TUNS), or from Seasone (HELP SEASONE).
