I vaguely remember being able to do this a long time ago, but not sure if there's a syntax I'm forgetting or if it had to be reflexed, but is there not a way in which someone with FLEETCOMMAND or the Owner of a ship can force take command of a ship from a captain who's already on board?

Anyone with Captain permissions should be able to SHIP APPOINT <themself/any other permitted person> CAPT[AIN] while on ship, regardless of who is currently the Captain.
