Currently you have to hunt down NPC Specialists in various locations
throughout the main plane in order to spend Seafaring Specialisation
Points (SSP's) and gain access to those Specialisations. The issue with
this is that in some cases it depends largely on the availability of
having someone who can take you to that location, even if there are
people around who are proficient in the specialisation you want to
learn.
I propose in addition to being able to sail to these
locations to invest SSP's, a proficiency level be added for
specialisations that will allow others to invest points via another
player which has maxed out that specialisation. Of the 32 points
available, this allows people to specialise in one role fully instead of
multiple roles of various levels, thereby making them a practical
specialist. By extension, they could help others learn those
specialisations as well, while promoting more interest mastering a
certain specialisation.

A different solution which probably solves the same problem is to get all of the NPC specialists either on the mainland or on an island you can ferry to. Then again, you've kind of always needed seafaring before you have it (eg. attesting your marque).
The effect of either solution makes it quicker and easier to (re)specialise, which, I'm not sure at what point it becomes "too quick" since we can still do that as often as we care to. I personally don't feel the original proposal makes it too quick.
An alternative solution if it's felt this makes it to simple and easy would be to allow people to sail to the specialists to invest the initial point, but be able to rank up their specialisation from someone who's fully invested in that particular role.
