Syntax:
LIBERATE TONGUE OF <target>

Details:
Once you've got a good idea of how someone's wagging their tongue, you can grab that beauty right out of their mouth(*). You'll need to get it just right though, so it'll take some observing.
Once someone is afflicted with stuttering, each time they communicate(**) you'll get a better idea of what you need. Once you've observed enough(***), the rest is up to you!
* Yes, they die. Tragic but what can you do.
** Any form of communication triggers this, as well as the puppet tickle ability. Laughter might not be the best medicine in this case.
*** You'll need to observe four times to be able to liberate their tongue.
