Shouldn't need to be "allowed" to lead raids. Just lead, see who comes, have a good time, learn from it. If you want to raid, red tape should not be the thing preventing that from happening
Explain that to the people in charge of Hashan. I'm doing my best to mitigate it by making sure that there is always someone around to do it, but we have red tape.
Hashan's getting relevant. If leaders are getting in the way with bullshit terms about "you need to be approved to lead raids", then you need to get rid of those leaders, because it's unhealthy for the city to have that mentality, and makes it less fun for those who want to experience the martial side of Hashan. Or, as MoW, and collective combatants, say "fuck you, we're not red taping this shit". They can either capitulate to that, or throw out every combatant... I'll hope that they're not dumb enough to do the latter. If they are.. fucking replace them, holy shit
Sobriquet is the highest rank possible in the City and Army, but not currently allowed to lead or instigate raids. Which is odd, given his house requirements currently dictate he needs to lead raids.
@Aegoth is actually right (for once). Anyone who's saying you need permission to lead a raid is quite literally stunting the growth of potential future raid leaders and combatants in general.

Just weighing in my 2 cents worth here - all restrictions, aside from reasonable restrictions, on initiating combat/conflict should be removed if you're looking to drag your org out of obscurity.
Give us -real- shop logs! Not another misinterpretation of features we ask for, turned into something that either doesn't help at all, or doesn't remotely resemble what we wanted to begin with.

Honestly, there are very few reasons to ever restrict someone from raiding. If they have the drive, let them try. At worst, they bite off more than they can chew, feel terrible about it, and learn their lesson. Leading is a learning experience and it's something that you're not going to learn without getting out there and trying it. There should be no need for someone to need to ask permission to attack an enemy, unless they are still in novicehood or you have specific rp reasons to not attack a certain foe.
Also, please stop posting @Aegoth. Agreeing with you on more than one post a day is starting to stress me out.

The only problem with this logic is that I don't need an invitation to raid Hashan. I can decide to raid Hashan because one of their citizens sent me a mistell that I didn't like. I can decide to raid them because Mosr decided to hunt my favorite bashing area. Repercussions, while it seems like they are a potentially serious matter, really are irrelevant.
I have first hand seen some of the red tape and over-complication Hashan seems to impose upon itself for no real reason. You gotta enable people if you want able people. And stop complicating really simple and logical things, for all of your own enjoyment and benefit. You guys can do it, I believe in you!

Bureaucracy is a huge
obstacle in Achaea in general, it only makes cities weaker. My honest
recommendation is leaders need to fix that stuff asap or people have to
just ignore the laws (which isn't ideal, but better than the status
quo).

@Mosr if you have a problem with the new stuff, talk to someone IG, not here. It's something that's currently being worked on so obviously we're aware it isn't perfect. There's a balancing act with everything though, and I'm sure you know that.
If you're aware of it then you can fix it in 5 minutes by removing the issue, though? You don't really have the monopoly on Hashan discussion, and people are obviously talking to the Hashani that willingly came to the forums to talk about stuff, not telling you how to run your own life.
Yea something like this isn't a "oh lets talk about it and discuss it for a year and maybe make a decision" This is a "chelp edit laws.. delete the line" done issue. All this "discuss icly hur hur we're discussing it" is nothing more than bureaucratic lip service that shows poor leadership skills. Be decisive and solve your problems via action, not talking

I'm also not a fan of the whole "this should have been done IC" thing. #1, you make a stupid public policy, its gonna get publicly critiqued. #2, stupid policies shouldn't have to go through IC bureaucratic month-long BS to get revoked. "Take it IC" = "yeah, we might get around to changing it at some point." Leaders should be able to take the critique, recognize the bad decision, and fix it without delay.
