  nothing happened when i typed dv. I typed 'dv as well. i ended up saying that outloud..

  The issue was that the person went in and changed the refillat value to 10. So the system was always emptying and refilling pipes as it was asked to, given that the pipes all had 10 puffs (and the default is 1).

  I got it fixed thanks to Vadimuses. I set the plist default to 10 when it should be set to 1. That's what caused this.
