SoA's are awesome. Stay Raja and keep the credits, if I were you I would buy an SoA and a level 2 sip ring or.. just go for an SoA, level 1 sip and a race change to Mhun because Horkval serpents arent very good at PK.

Do SoA and Lvl 2 sip, dont change race unless its to mhun

Personally I'd rather take a faster dirk/bow then the sip ring.

this makes me wonder if my choice of a Dwarven Runewarde n, is any good with pk combat. I know its good for hunting but I'd like to get some opinions here.

If you plan on PK, then Mhun is by far your best bet. You're fast enough to be relevant without sacrificing tankiness. You'll need to bash. Level 49 is bad no matter what race/class you are.
If you just plan on bashing and/or stealing things, go Troll. Fastest bashing, and you're tankier than Dwarf or Horkval (scale is better than Horkval armor, and Trolls still have physical resistance).
About your artifacts, get a SoA and a sip ring. SoA is almost certainly the best artifact for price in the game. 24% damage reduction is better than 10% better regeneration.
