I'm new(ish) to the game, and I have a character who is a level 35 paladin. Paladins become naturally proficient at longswords, and when I type PROFICIENCIES it does show longswords along with shortsword. Yet whenever I do try to fight with a longsword (or test with both a shortsword and longsword when double slashing), I miss nearly half the time. Isn't that what proficiency is supposed to help with?
What else would help increase my chances of hitting (other than switching weapons)? Is it based on simply gaining levels, or perhaps the secret formula is based on increasing Chivalry? Weaponry?

Your damage and accuracy is mainly based on your skill in weaponry and chivalry. Whichever is higher is the primary skill used, and the other gives 10% of what it normally would.
While your skills are low, you should stick to shortswords, which have great to-hit stats.

Stick to shortswords til you are at least virtuouso in chivalry.

On a serious note, since it wasn't mentioned, profs do help. But yes, you still need weaponry/chivalry.
